The 3rd World Water Forum was held in Kyoto, Shiga, and Osaka in Japan on March 16-23, 2003 to discuss solutions to global water issues.

It consisted of Forum, Ministerial Conference, and Water Fair, and the Japanese Government organized Ministerial Conference. The total number of participants was about 24,000 including 5,780 foreign participants. Also, Sewage Business Management Center (SBMC) exhibited in Water Fair.

The Forum held 351 sessions under the 33 themes/regional days. The theme regarding sewage works was ¡ÈWater Supply, Sanitation, Hygiene and Water Pollution¡É consisted of 21 sessions, and opening and wrap up plenary were held on March 16, 17respectedly.
Opening Plenary
In this theme, ¡ÈWastewater Management and Water Pollution Control¡É session was held on March 16 in Kyoto International Conference Hall. This session was organized by the Japan Sewerage Committee for the 3rd World Water Forum which consisted of members from people of academic standing, central or local government, and related organization. After the introduction of the experiences in wastewater management in Japan, Indonesia, EU, and the United States and Panel discussion on wastewater management in the future, session agreement was adopted.
Kyoto International Conference Hall
The results of this session and other 20 sessions were reported in "Water Supply, Sanitation, Hygiene and Water Pollution" wrap up plenary held on March 17, and the thematic statement of the wrap up plenary was adopted. Finally, on March 22-23, Ministerial Conference was held, and the thematic statement of the wrap up plenary was reflected to the Ministerial Declaration which was adopted on March 23.
