1. GREETING FROM TIC

We really hope that every ex-participant is remarkably

successful in each of your career. It may be a quite long
time after your training in Japan, so here we would like
to introduce to you the recent topic in JICA.

Firstly, the Japan International Cooperation Agency

(JICA), established in 1974 as a "special public

institution" of the Government, will turn into an

"independent administrative institution" on Oct. 1, 2003

The introduction of "independent administrative

institutions", a new form of governmental agency, is a

major part of the administrative reform that the

Government began in the late 1990s.

Secondly, JICA had introduced JICA-Net System from

mid-2002. This is a kind of distance conference or

education system which can connect four Core Centers in

Japan including TIC and three Satelite Offices in

Philippines, Indonesia and Malaysia via international

frame relay. It also can be connected with GDLN centers

of the World Bank, which are located all over the world.

In JICA Net, image or picture of lecturer and

Power-Point presentation is broadcast simultaneously to

other countries. The audience in other countries can see

the lecture's presentation simultaneously by the screen

or monitor and at the same time ask a question to the

lecturer. The lecture can see the questioner by the

monitor in addition to the general views of Satellite
offices and reply to the question. Also, the audience in
one country can discuss with lecturer and other countries'
audiences.

In the field of Sewage Works, on March 2003, Japan,

TIC Core Center and Malaysian Satellite office was

connected through JICA-Net to implement the Sewage
Seminar. This seminar was organized by JICA dispatched
experts and hosted by the Ministry of Housing and Local
Government of Malaysia and JICA Malaysia Office.

Using JICA net, as you can see, simultaneous multilateral

conference or seminar is possible, so next time we may
have it between Japan and your countries.

Thus, JICA is being developed continuously, and of

courece, here, TIC has been conducing technical
training programs with continuous improvement as
the most fundamental "human development" program in

JICA. Among these training programs, as you are quite

aware of, the Sewage Works Engineering Course is one of

the most sophisticated and well organized Courses in
JICA.

After 30 years from the start of this course, we will

restart the Sewage Management Course titled as the

Sewage Works Engineering Course III. With long histories
of accumulated technologies, we really hope that this

newly started course will also contribute for human

resource development in participating countries.

The arrangement of Sewage Works Engineering III Course

has been almost finished. The curriculum of the course

was fixed, and lecturers were decided from MLIT

(Ministry of Land Infrastructure and Transport), JS
(Japan Sewage Works Agency), Tokyo Metropolitan
Government, Yokohama City, Professors in Universities,
Private Companies, and SBMC. Now, participants for this
course are being selected among applicants, and the new

course will start on September 3, 2003.

NEWLY DEVEROPED TECHNOLOGY

Membrane Bioreactor

Research and Technology Development Division of Japan

Sewage Works Agency has recently developed new

wastewater treatment process using Membrane
Bioreactor. New page introducing MBR was added to SBMC
Home Page.

Conventional Activated Sludge Process consists of

primary settling tank, bioreactor, and final settling

tank. However, in the case of Membrane Bioreactor,
settling tanks are not necessary, because solid liquied

separation is performed by filtration through the MF

membranes, which are placed directly into the bioreactor.

As filtrate is extracted by imposing a vacuum on the MF

membranes of which pores diameter is from 0.1 to 0.4
micrometre, excellent treated wastewater quality can be
obtained without any sand filtration.

Moreover, it is possible that MLSS concentration in

membrane bioreactors is maintained more than 10,000mg/l,

since solid liquid separation is not performed by

sedimentation in final settling tank but by filtration
in the reactor. Then, the volume of reactor can be
reduced, and excess sludge from reactor can be directly
dewatered without sludge thickening tnaks. As a result,
space and area for this process can be greatly reduced.

MBR having a lot of advantages has been adopted in

several municipalities in Japan. Hereafter, technical

data from operating facilities are collected, and

investigations on more efficient and economical
maintenance and operation systems are conducted by Japan

Sewage Works Agency (JS). Also, further research on

advanced wastewater treatment for efficient nitrogen and
phosphorus removal using MBR is being conducted by JS.

3. JAPAN'S ODA IN THE FIELD OF SEWAGE WORKS
Report from JICA Dispatched Expert in Malaysia

My name is Kazuyuki ONO. I am a technical engineer

working for Kitakyushu City in Fukuoka Prefecture.

Kitakyushu City has a population of about one million
The city is located western part of JAPAN and one of the

biggest cities in Japan, which is nearest to South East

Asia. Percentage of sewered population is 97.5 percent

as of April 2002.

On January 2003, I was dispatched to Kuala Lumpur in

Malaysia as a JICA long term Expert, and I am now working
in Sewerage Services Department, Ministry of Housing and
Local Government (MHLG) in Malaysia. MHLG is responsible
organization for national wide planning, funding, and
construction of sewerage systems for water quality
preservation, and I, as JICA Expert, cooperate to promote
sewage works, assist in policy making for water quality
control, and so on.
Malaysia is now implementing sewerage projects under the
8th Malaysia Plan (2000- 2005). Based on 8th plan,
Malaysia conducts extensive sewerage capital development
program with the implementation of 13 sewerage work
projects, which include the upgrading of 10 sewerage
treatment plants and sewer networks, and the provision of
three new central sludge treatment facilities. The fund
of this program is supported by Japan's ODA loan, which
is provided by Japan Bank for International Cooperation

(JBIC).

The rate of population served by septic tanks or public
sewerage system in Malaysia is about 60percent (20% by
septic tanks, 40% by public sewerage system). After the
completion of these projects, sewerage services wil be
provided to additional 1.8 million population, and the

rate will increase to nearly 70%.

In Malaysia, private developers of housing, resort or

hotel are obliged to construct sewerage treatment plants
respectively. Before 1993, the constructed palnts by
private developers had been handed over to local
governments after construction. Then, the public sewerage
systems, which contain the plants constructed and handed
over by private companies, had been owned and maintained
by local governments.
In 1993, Sewerage Services Act was established, and all
public sewerage systems of local governments were handed
over to MHLG under the Act. At the same time, MHLG made
concession contract with private company Indah Water
Konsortium (IWK) to carry out operation and maintenance
for existing public sewerage systems, and plan, design,
and construction for new public sewerage systems.
In 2000, IWK was nationalized, and after that, the public
treatment plants are still leased to IWK for operation
and maintenance, and MHLG conducts planning, funding, and
construction of sewerage systems.

Under these circumstances, the Sewerage Seminar for

engineers and administrative officials of MHLG and IWK
was held on 25th March, 2003. In this seminar, Japan, TIC
Core Center and Malaysian Satellite Office were connected
through JICA-Net. (Please refer to first Topic in this

The first lecturer was Mr.Yumikura, former course leader
of Sewage Works Engineering Course managed by SBMC,
present: Head of Niigata Construction Office of JSWA.
He made a presentation on "Introduction of New Technology
Adopted by JBIC Project in Malaysia " from TIC Core Center
in Japan to the participants of MHLG and IWK gathered in
the Satellite Offices in Malaysia using "Power Point".
He explained Carrier-added Activated Sludge Process,
Screw Press Sludge Dewatering Dewatering Machine, and
Advanced Oxidation Ditch Process.

The second lecturer was Mr.Namioka, short term JICA
Dispatched Expert from Sapporo city. He made a
presentation on "Proposal for Sewerage System in
Malaysia" at the Satellite Offices in Malaysia, and his
presentation was broadcast simultaneously to TIC, Japan.
He made a comparison of sewerage system between Japan
and Malaysia, and explained the proposal for planning
and maintenance of sewerage system in Malaysia.
Lastly, I made a presentation on "Introduction of
Sewerage System in Kitakyushu City" at the Satellite
Offices in Malaysia. I explained the outline of sewerage
system in Kitakyushu and commented the future of
sewerage system in Malaysia based on the experience of
Kitakyushu City. After each presentation, discussion
between Japan and Malaysia was made, and this Seminar
using JICA-Net was really praised by MHLG, IWK and the
participants.
Regarding the Sewage Works Engineering Course, 13
engineers participated in this course from Malaysia, and
each ex-participant has been playing an important role in
social development in this country. I heard that the
Sewage Works Engineering Course was refined and
reorganized and will restart from this autumn as Sewage
Works Engineering III. I hope this course will
continuously contribute to the preservation of water
quality in each country through the transfer of technical
knowledge in the field of sewage works.
